Abstract
The study aimed to explore the systems-level approach and governance challenges of sustainable food security. Based on a qualitative literature analysis, it concludes that sustainable food security can only be achieved if the four pillars of food access, availability, utilization, and stability are integrated with the economic, social, and environmental dimensions of sustainability. The findings highlight that multi-level, participatory governance and data-driven decision-making are key to effective food system management. Controlling emerges as a strategic function supporting sustainability performance measurement, indicator-based evaluation, and evidence-based long-term decision-making. The research concludes that achieving sustainable food security requires an integrated governance and controlling framework.
